Need This Flashed, please

I'm looking for someone to Flash this for under $10...

I would like the monitor's screen area to gently glow white /pulsate... in fact you can just slice the far left edge off (to the right edge of the desk) and leave the rest as is... all I need is a gentle glow.

Any takers?
