cant i reduce fraud by a certain level by not having instant signups?

IMO, yes.
Of course you can. The easiest thing to do is check to see if their IP is in the same country that the credit card billing address is in. This is a very elementary step, but I have read about numerous stories about someone from Indonesia using a US billing address. I suppose you can write a script to do this also. I always think its best to manually verify each account. It's better to take some time, yet be safe then to rush through and be sorry.

Here are some tips which I hope they help you.
I use them personally.
1. Never, make instant signup for any service.
2. Log their IP. and there're many ways to check If the IP is within same country, or not. you can include it in the script. and you can simply write : www.showmyip.com/?ip=xxx.ip.here.xxx
this simply will give you full details about the IP, logged from which country? which state? & which city even. If you found that it's same country and not same state. It might be still a Fraud action.
3. These fraud actions are usually made with free email accounts, like: hotmail, yahoo, ..
4. If you want to have a high security, then ask about a Credit Card front and back scanned copy or ask them to fax it.

a scan of a passport also helps.
the information must then equal the information of the credit card of the PayPal account.
