I didn't know cpanel allowed resellers to create reseller accounts. Did I miss something?

Cpanel Doesnt have the option to allow reseller to create resellers, but it can be done!

We have created our own software to handle this, not available to the public yet and only available to very limited amount of current clients.

But it can be done

I guess it could be done with additional software since some billing software can do this, but I wasn't aware people were using it for this purpose. I could probably tweak Nixt to do this also, but either way, it's not something built into cpanel so I thought it was odd all these cpanel hosts were offering this as an option.
