My company and i are tired of doing all this billing by hand..Whats the best but low price merchant account for internet terminals?

Do you have a merchant account right now? How are you billing? The gateway fee is usually about $10-15 a month. Set-up for the gateway varies, but is usually about $200 or less. As long as you are processing over $1,000 a month - you should have your own gateway. Most gateways will also do recurring billing. This should be free - do not get charged extra for this service.

I use *****.com for payment processing. It cost much less then usual merchant accounts, I don't know if it will meet your requirements but you can check it out at www.*****.com (http://www.*****.com).
