I realised that in WHM/CPANEL Server status - it reaches about 80% and start blinking?
What will happen if it reaches 100%?

Well, what is causing the high memory usage in the first place? Using all available memory has differnet effects on things, depending on what you're serving. For example, for a forum, it would really slow things down, to the point of annoying your visitors. If you're just at a high use point, try shifting some high memory intensive sites to another server, or increasing the memory in the box.

Maybe it's time to do a memory upgrade ;)

We are using 1 GB RAM and shifting now and then to other servers to balance out.
If it doesn't work out, will upgrade another 1GB RAM.
Besides, when we restart mysql server, it will lowered down drastically.
So, i guess that the problem does induced by too many forums in our servers that
used large amount of database.

It also may be the actual forum software being used? Unfortunately, hosts have had to bar certain scripts. What forum scripts are they running?

Thus far we found out that only 3 Discussion board used in our server.

Any comments?
Memory not being used is memory wasted.
Linux isn't like Windows.

Why don't you login to SSH and check processes ...?
WHM don't provide any useful information IMO.

Huh! 256MB RAM? ... Now way...we have upgraded from 512mb.
Yeah...we have already checked.
Now that everything seems fine.
