Well, I maxed out my DSL line at 43Kbps, which isn't that hard to do. I couldn't get a trace on 66.90.73.111 for some reason, ping is below.

Sustained throughput would test the network, however there are many factors which would make this test result useless such as network problems/congestion from the server to the person testing it, temporary problems, slow connectivity on the end-user side, etc.
Traceroute simply shows the path that some packets take at a given moment. Do it again a minute later and the path and the results may be completely different. That path may vary for the same person, and certainly varies from person to person.
Ping (for the most part), is used to tell if the server is up and responding, nothing else. Most of the comments regarding traceroute above also apply.
Networks can be set up to shift ping type traffic to a lower priority or drop it all together, so for these reasons (and others), these tests will not and most often do not, show "how fast the servers are."
