High-End Dedicated Server Needed

Dual Xeon 2.0Ghz+ (2.4Preferably)
1 GIG DDR Ram
2x 70+ GIG SCSI or 2x 120 GIG IDE
100Mbit Connection (port)
1000GIG+ Transfer Monthly
Must run FreeBSD 5.1 (just install it, I will do the rest).
16 IP Addresses. Ability to have them reverse.
Preferably a multi-homed connection.

I plan to purchase one of these or alike in early Feb. 1st week.

Please provide physical location of where the server would be located. Also I need an IP Address I can ping and traceroute to. If possible, please also provide a url to a ~10mb file to test download speeds.

I need to also know how long it takes between payment and server actually being online, fully useable. One thing to note, I will not have you install anything but the BASE FreeBSD OS.
