Dedicated Windows Server (2003 Std Preferably)

Heya Folks;

Just another server I am looking to pick up, not urgent on this one
like my previous FreeBSD one is, but I am highly interested in one
more server, but running Windows 2003 Standard Edition. I would
be in need of the following hardware, etc.

CPU: Pentium 4, 1.6Ghz (or more ;))
RAM: 512 or 1GIG
HDD: 1x80 or more!
NET: 100mbit uplink, 200+ gig transfer (+/-)
IPS: 4-6 ip addresses, reverse possibly.

I also need to know how much time is involved between payment
and actually having access to the server online. This should be a
decently quick amount of time.

I am not a fan of setup fees, but if the deal is worth it and the
setup fee is not too much, then I will consider the offer. ;)

Also please provide an IP to traceroute and ping
Also if possible a link to a 5mb file on a machine there .
