Yes, it's always been there and it is enabled however at least two people need to rate a thread before it will show up. I just rated this thread a 5, if someone else rates the thread, you'll see the combined rating. It actually could be a neat feature of the forum, however it's probably the most underused function (and thus pointless) on the board.

Is the rating system needed? IMO it just takes up space.

Well, it's probably more useful if there were reviews or tutorials I suppose. For the most part.. it's not used, no one knows how to use it, and it does just take up space.
