Looking for Windows reseller hosting

I have about 8 sites currently and I am looking for a host with the below minimum requirements...

* Control panel that can control bandwidth usage (ensim does not do this)

* Web mail that can filter incoming mail (mail enabler does not do this)

* 300 - 500 Disk space package

* 10 GB or greater of Bandwidth/Transfer usage

* At leat 15 domains (unlimited preferred)

* ASP.NET

* Full FTP access

* 99% uptime gaurantee with servers in the United States

* PHP and MySQL

* MySql control panel like phpmyadmin

* unlimited Sub domains, emails

* if sites create raw logs then an ability to disable the logs

If you have a plan/package that meets the above requirements can you please post the details, the control panel you use, the web email you use, and cost.

I am not happy with the host I have now and moving to another host when you have 8 sites is a B#tch so I am hoping to find a good low cost place I can stay with for a long time.
