Multiple accounts created, each time using different paypal accounts [was: question]

I have a guy who created multiple accounts in my site and each time uses a different paypal account to pay for a purchase. The only thing I know about him is an email and his ip address.
I always refund the money to the victims.
What do you think I could do about him?

If you have cPanel you could block his IP from even accessing your site. Of course depending on if he's visiting from the same IP each time.

Can't you simple contact paypal and tell them his paypal email addresses and his actions?

I guess that will allow paypal to close his accounts.

you could block him from the server completely using iptables or ipfw.

If we allow this people to do those things they win.
We have to take security mesures, but we can´t forget to go to the police.
