I do not know of any providers who allow IRC lower than $139/month and that is FDC. :)

We do allow for IRC, but our server packages start at $199 and do have a setup fee. We can adjust the setup fee to possibly give $100 towards your second month invoice, but we can not really waive the setup of our servers.
