I don't know, a mis-configuration that automatically allows any username and password to authenticate still sounds like a bug to me.

Obviously, people should configure their systems properly, but there should be some checks within the software itself.

true to a certain extent, but when the person puts /bin/true in place of a password checking mechanism, there's not much you can do about that... :(
