I've been receiving emails for the past 4 days from a Korean ISP. The title of the email is "Update and Verify Your Paypal Account". The email states...

Dear valued PayPalŪ member:

It has come to our attention that your PayPalŪ account information needs to be
updated as part of our continuing commitment to protect your account and to
reduce the instance of fraud on our website. If you could please take 5-10 minutes
out of your online experience and update your personal records you will not run into
any future problems with the online service.

However, failure to update your records will result in account suspension.
Please update your records on or before Feb 28, 2005.

Once you have updated your account records, your PayPalŪ session will not be
interrupted and will continue as normal.

A quick hint to make sure if this is a valid email or not is check the links of where their telling you to go. They tried to direct me to http://210.125.31.171/xxl/login.html . In no way am I going to a insecure link.

Another quick hint to know if the email is valid or not, is it's never going to be a valid email, as PayPal and banks don't send emails like this. It's always a fake phishing (http://www.antiphishing.org/phishing_archive.html) email.

I believe they would also use your real name if sending you anything (updates/notices), but like Chicken said, they don't ask you to verify, update or what have you via e-mail.

Some people have their full name sent with all outgoing mail. Even if they used my name, I wouldn't trust it. I've received spam before with my name on it.

I simply delete all emails from "Paypal" whether they are fraud or not. If I need something from them or they have an announcement or need to get ahold of me, they have various methods already prepared.

You'd be surprised how many people just don't get that simple fact. I've seen a number of 'em myself from paypal, washington mutual, USbank, all saying the same thing :

You need to update your personal and credit card information on our sites.
First thing to do, obviously is check out the bank's link directly. IF by some remote chance (0.0000001%) they need this info, they'll have it in there, but 99.9999999999999% of the time, this is indeed a scam. Banks and the like have other ways of getting ahold of their customers;)

I've received about 10 of these e-mails over time, plus I've gotten e-mails from ebay (which I ALMOST fell for because I thought it was only a PayPal scam out there and not a ebay scam) but then I saw it went to an IP and was not SSL secure, so I sent it to PayPal's spoof department as well (since they are partnered companies).

Then I got an e-mail saying my account has been flagged and whatnot, and asked me to enter in my info. I swear, the newer they make these things the more I'm going to have to raise money to catch these people :)
