There is no one best answer to that question...different strategies work for different companies.

For $2000 you may want to consider concentrating on the local market -- in some areas that can buy a lot of local advertising, not to mention membership in the chamber of commerce, where you can network with other local businesses and explain how badly they need hosting :).

Does your county have a chamber of commerce? That might be more amenable to your needs

Initially i believe you should focus on free advertising. There are so many resources and free ways to advertise your website you would be amazed. Doing a little research on google will help. But you have came to the right place these guys here at the HIDEOUT know what they are doing!

I thought they were called villages ... :D Seriously though, I find it really difficult to get a deal even in towns with 20,000 or so residents. And yes, selling locally is a very good starting point as you can always follow-up with telephone calls or even in-person visits which are free (or almost free) and very effective.

Dang! 2,000 is small! I grew up in a town of about 7,500 and that was small. Hmmmm... hard to hit up the locals when there ain't many locals to hit up. Any larger towns nearby? Cities?

There has to be small businesses in the town, you just have to show them why they need hosting. Every business should have a website, YOUR job is to make them see why. Like Chicken said you can also advertise in any cities near you.
