Now how is this possible? I thought all (or at least most) resellers couldn't create reseller accounts below $8.95???

yes. you can not create any reseller less than $8.95 now.

any accounts created before Feb 2003, were exempted.

that's why you still see people selling $6.95, $7.10, $7.25 reseller accounts. These accounts were created back in the good old days.
